505 _aSummary: Without information, people cannot adequately ex- ercise their rights and responsibilities as citizens. Gov- ernment information is a national resource. Neither the particular Government of the day nor public offi- cials create information for their own benefit. This in- formation is generated for the purposes related to the legitimate discharge of their duties, office, and for service of the public for whose benefit the institutions of Government exist.
